Inclusive Penitentiary Healthcare Reform

Goal: To advance systemic prison healthcare reform in EECA countries by removing structural barriers to healthcare and HIV-related services

Countries: Armenia, Kazakhstan, Moldova, Ukraine

Project areas of work:

  • studying and documenting prison healthcare reform experience in Armenia and Kazakhstan, with particular attention to access to HIV, TB, and viral hepatitis C services;
  • providing expert support for prison healthcare reforms in Moldova and Ukraine, including the development of legislative, regulatory, and methodological documents;
  • ensuring the participation of people with lived experience of incarceration in the development, implementation, and monitoring of prison healthcare reforms;
  • facilitating regional exchange of experience and strengthening the capacity of government and penitentiary system representatives in people-centered service delivery;
  • initiating regional dialogue on the digitalization of prison healthcare and developing a corresponding road map for the EECA region;
  • providing technical assistance to organizations and community representatives in EECA countries to advance reforms and improve access to health services in prisons.
