The Eurasian Movement for the Right to Health in Prisons is looking for a consultant based in Ukraine to support legal advocacy for improving the national framework governing the employment of incarcerated individuals as service providers, as part of the project “Expanding Access to HIV Services in Prisons of EECA Region”, supported by the CO “100% Life”.
The initiative is part of the regional project “The Sustainability of Services for Key Populations in the EECA Region” (SoS_project 2.0), led by a consortium of organizations under the coordination of the Alliance for Public Health, in partnership with 100% Life.
Timeline: May – December 2024
Key responsibilities:
- Conduct a legal analysis of the current legislation regulating employment of incarcerated individuals;
- Develop draft legal amendments that include removing the requirement for a 25% additional tax on salaries paid to penitentiary institutions;
- Provide advocacy support to promote the adoption of these legal changes.
Who we are looking for:
- Proven experience in the field of monitoring and protection of the rights of people in detention;
- Experience collaborating with penitentiary institutions in Ukraine;
- Previous engagement with non-governmental and/or community-based organizations;
- Familiarity with legal analysis and policy advocacy;
- Demonstrated experience in developing and promoting legal reforms;
- University degree in public health, social work, social policy, management, or related fields;
- Fluency in Ukrainian (both oral and written).
