The Eurasian Movement for the Right to Health in Prisons is inviting consultants to support the development and implementation of national advocacy plans to promote the right to health in prisons.
Specialists based in Armenia, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, and Uzbekistan are eligible to apply.
The call is issued under the project “Promoting the Right to Health in Prisons of the EECA Region”, funded by the Robert Carr Fund.
Timeline: June – December 2024
Key responsibilities:
- Develop and implement a national advocacy plan to improve access to health services for people in detention, including services for HIV, tuberculosis, viral hepatitis, substance use disorders, opioid agonist therapy (OAT), and other essential care;
- Build partnerships with relevant ministries and criminal justice agencies responsible for health service delivery in prisons;
- Participate in meetings with representatives of state institutions and agencies;
- Collect and analyze data on the provision of health services in prisons;
- Facilitate community mobilization activities among people with lived experience of incarceration;
- Prepare official requests, letters, and analytical documents related to improving access to healthcare in detention settings.
Who we are looking for:
- Experience in prison healthcare, human rights protection, or service provision in closed settings;
- Strong connection with the community of formerly incarcerated people in the consultant’s country;
- Permanent residence in the country where the activities will be carried out;
- Lived experience of incarceration is considered an asset;
- Fluency in Russian and the national language (both oral and written), if applicable.

Payment will be made based on the submission of documentation confirming completion of each task and signed work completion statements. All costs related to the implementation of this consultancy are the responsibility of the consultant. Documents requiring signature must be submitted as signed PDF scans.
